It doesn't, it only has to rebuild its index of your project (which is done with the compilation of the first source file, I think).

Project Builder 2. On rare occasions PB will end a build with the enervating "Build failed - see log for details." Where is that log?

The Build tab has a splitter, the top provides fun extracted warnings and errors, the bottom bit has the actual stdout of the build process (as you would see using pbxbuild at the cli).
