Project Builder projects are not guaranteed to be backwards compatible.
Settings change from version to version in such a way that information
cannot be converted back, and can be lost. Thus, downgrading projects is
not supported by Apple.
Having said that, often, downgrading a project does no damage and (seems to)
works fine. In fact, we in DTS currently develop sample code using the
Jaguar version of Project Builder - and rely on developers to downgrade the
project if they are still running 10.1.x. Now, for a sample, it doesn't
matter as much if the downgrade fails, so you have to judge for yourself
depending upon what sort of project you've got, who your target audience is,
etc., and try it yourself.
