Aside from the System Preferences (I think it was done as a speed
issue), all single window applications Apple ships with OS X quit
when the last (and only) window is closed including the Address Book
and iPhoto. If your app has one window, then the user would most
likely get made if the application didn't quit when you closed it's
last window (I know I do with System Preferences)

Some applications quit if you press the Close Button (Key Caps &
Process Viewer) while others hide the main window (System Preferences)
requiring some method of opening the window when you want to do
something meaningful.
