Oh, that's easy...
you can derive that from the "chip in the arm" and the "new world
order" comments in the same point.
I kinda took that point as being a bit of a 'patriot militia'
mentality sort of a thing. I assume it was worded as it was in part to
spark a reaction, rather than anything serious.
