Actually, the option to format a CD-RW *is* separated from formatting
the hard disks - if you look at the Disk Copy app, you will find that
it has the ability to format a CD-RW.
The reason that the option is also in the Disk Utility is for
consistency, to avoid questions like this: "So if I can format all
these disks here, why can't I format that one here also?"

On the other hand, presume the "format CD-RW" would be separated from
formatting all those harddiscs! Well, *that* would decrease the
probability indeed: I can't say about your workflow, but I initialize
a CDRW pretty often, whilst I format a HD about once every five years.
Which,
I guess, hints something about the appropriate UI -- something Apple,
in my opinion, did not quite get.
