Actually, HTML help has been around since 8.0 or 8.5. Help Viewer was

Problem is, the Cocoa rewrite sucks too. Oh, well.
Wha... I just booted into OS 9 and dammit, you're right! I'm really
pissed off now... guess it shows you how much I used OS 9. Mostly I
used 8.x before I had X... why on earth did they kill Apple Guide?!
What's odd is that Apple Guide is still present in 9, but is only used
in the File Synchronization control panel.
Oh well. If anyone isn't familiar with Apple Guide and is curious about
why we miss it so much, start up the Classic Environment, open the File
Synchronization control panel, choose its help from the Help menu, and
ask it how to turn alert messages on or off. Notice how it points out
where menu items are for you. Now, try to screw it up. Just try, I dare
you. Ignore it when it tells you to choose Preferences from the Edit
menu, and go on. See what it does. Then see how Preferences is actually
highlighted when you do go to the Edit menu. Even try closing File
Synchronization while Apple Guide is open.
If that isn't the slickest way to walk a new user through something, I
don't know what is.
