Both are perfectly doable in Apple Help. The lack of these features in any
particular Help Book has nothing to do with the application. It's just a
question of how much effort the author of the Help Book is willing to
undertake, and how much value the author thinks this approach will return.
Help Viewer has its problems, but there's nothing to be gained by
criticizing it for failings that aren't its responsibility.
In the case of Apple's own Help Books these days, they've apparently chosen
to go the simple ask-a-question route. I don't particularly like it, but I
imagine they've done enough testing to know that the bulk of those who use
Apple Help find it easier to get the help they want this way.
