I don't have a human interface element that fills this need, but for your actual rules and filtering, check out my BDControl and BDRuleEngine frameworks. BDControl contains qualifier & sort ordering objects, and BDRuleEngine sits atop BDControl and provides a very flexible business rule engine. Both are available under a BSD-style license.

Given the infrastructure these frameworks provide, creating your own interface elements to build qualifiers or rules should be a bit easier.
