I'm not so sure I buy either explanation. I look at iPhoto and mixing
metal with pinstripe really kills any kind of consistent look and feel.
What a mess.
Who is the top-level person at Apple responsible for these kinds of
decisions and when will Apple replace him or her with someone competent
in UI design?

Additionally, I would take the fact that the standard sheets/panels
cannot be metal as a hint that if you need these things, you probably
shouldn't be using metal anyway. Appliances don't pop down
translucent floating windows when you turn them off without saving.
