Date format for month without leading zeroes

Is there a formatter for dropping the leading zero in a numerical
representation of the month? %m keeps the leading zero.

Bizarrely, %e provides this format for days of the month (while %d preserves
leading zeroes), but there does not appear to be an equivalent for months.
I say "bizarrely" because even though 3/4 of the months (9/12) might be able
to use such a format, less than a third of the days of a typical month
(9/30) can.

This makes me think I am missing something obvious.
