OK...jumped the gun.
I found the new NSFilesPromisePboardType in the headers. I guess it's
hard for Apple to keep the docs up to date.

Does anyone have any example code that shows how to do this?

The ability to drag a file from a Cocoa app to the finder when the
file does not actually exist yet.
The problem is that the Finder is a carbon app and promiseHFS does not
work correctly between
Cocoa and Carbon.
