Well, after thinking it through, it *would* be quite sensible if a non-admin user was able to kill only his processes. In normal UI (like Terminal) it works exactly so; as for the Cmd-Alt-Esc functionality... well, anyone from Apple who knows how and where it is implemented might shed some light on this?
