I eventually found the answer a little after I asked it. Once I found out where the Help system is placed in an application (i.e.: /Applications/iChat.app/Contents/Resources/English.lproj/iChatHelp), I was able to inspect other files. In the index.html, there is a metatag which refers to the small icon:

<META NAME="AppleIcon" CONTENT="iChatHelp/gfx/ichic.gif">

I know how to create a custom icon for an application, but how do I get
the Help system to recognize my custom icon, so when the drawer of the
Help system comes up, it will show the custom icon instead of just the
generic life saver icon?
