Putting my work hat on...
John Randolph is the official list mom for this list. Recently he
asked if I'd like to help with this (for those who don't know, I am an
Apple employee, and work in Tech Pubs writing Cocoa Documentation). My
day to day reading of the list is not part of my job description, I'm
not the official bug reporter, or anything like that. I care about the
community, about you as developers, and totally dig writing Cocoa apps
and docs.
But, I am speaking in an official capacity here (in spite of the
non-Apple email address).

Basic C questions like this aren't within the charter of this group.
There are many lists where you can ask C related questions, and by all
means please use them instead.
Questions about Objective-C issues, using Java with Cocoa, Cocoa
itself, and it's associated frameworks are all on topic. But the basic
C stuff just isn't appropriate. We need to keep this list on topic so
that it's useful to Cocoa developers.
This is not to say 'newbies go away', but rather, the appropriate
forum for the appropriate questions.
David asks where the appropriate forum is! Ah, well, there are
thousands of C mailing lists without a doubt. I thought perhaps
Apple's Student Developer List might be appropriate, but it's hard to
tell from the summary on lists.apple.com.
A quick search was darn frustrating though, "C" is a fairly generic
search parameter. :-/
comp.lang.c is moderated, which means low noise. And a quick look does
indicate a number of Newbie: C questions which seem about on par with
what as been asked here. You can even search the archives there.
Also, read <
http://www.eskimo.com/~scs/C-faq/top.html> It's the
comp.lang.c FAQ. It has quite a bit of good information there.
But please, continue to ask Cocoa related questions. Newbies are very
welcome.
