Actually, the HIG does a pretty good job of defining the behavior of arrow and modifier keys in text editing. In fact, I think most if not all of those rules are older than OS X.

Cmd-Right arrow jumps to the end of the line in some apps, end of the
paragraph in others, but not all.

Cmd-right should go to the end of the line. Option-down should go to the end of the paragraph. Some people are either too lazy to read the guidelines, or too lazy to distinguish between line breaks and paragraph breaks.
