Actually, the HIG does a pretty good job of defining the behavior of arrow and modifier keys in text editing. In fact, I think most if not all of those rules are older than OS X.
Apple adopted a lot of rules which were unofficial Mac conventions. For example command-clicking and shift-clicking in tables. Everybody used command-click to select individual items except the bloody Finder. Apple finally wised up, however they still haven't clarified a lot of stuff like the proper behavior of commands like Save and Revert (which is decidedly un-Mac like not to mention inferior in applications like TextEdit.app!)

Cmd-right should go to the end of the line. Option-down should go to the end of the paragraph. Some people are either too lazy to read the guidelines, or too lazy to distinguish between line breaks and paragraph breaks.
Funny they should get this right, then flunk when it comes to text selection with the mouse.
