Why not just use the PackageMaker app included with the dev tools? You can include both pre- and post-install shell scripts in a .pkg that are run before and after the archive is unpacked. That should be more than adequate to create and set permissions on a few files/directories - and the installer is already on your users' machines, so it doesn't add much bulk to your download.

On my 10.1 machine, the docs are in /Developer/Documentation/DeveloperTools/PackageMaker/.
