I see your point, but IMHO I think it's fine. Especially if people
observe the [OT] disclaimer in the subject. Then you can filter those
messages straight to trash or whatever?

Rather than going to the trouble to start a separate "talk" list,
could we just refrain from replying to the entire list if a discussion

can always move the dialog back to the entire list.
