The cut and paste method has the disadvantage of loosing all the
connections that have been made to objects (which is what I wanted to
avoid).
There is a better way that Jim K e-mail me and it works wonderfully:
-----------------------------------------------------------
Highlight the tab you want to move in IB and, use the arrow keys on the
keyboard to move the tab to the position you desire...
hope this helps,
jim k

I don't know if there's a better way, but I use cut-and-paste.
Select the tab you want to move, and cut (cmd-x) it. Then select the
tab it should appear after, and paste it.
Note that the fact that the tab you paste appears after the
currently-selected tab means that you have to do this twice in order
to move a tab to the first position. First, you move it to the
second position, and then you cut-and-paste the first tab to the
second position.
