Hello All,
if I create a new file extension ( .bcproj, say), and
associate an icon with this, do I have to register it with
Apple somewhere? I can not find definitive answers either
in the list archives or on the Apple Developer site.

Currently not but in the future perhaps (according to John Geleynse from the User Experience group).
