MacTech had an article about how to write iPhoto plugins,
unfortunately I'm stuck at work on a windows machine at the moment and
not the issue handy...Hopefully some of the others will be able to
answer you question accurately.
Also, I'd recommend setting a subject on your e-mails, that way you
can increase you chances of drawing attention from people who may know
about what you are looking for...
Something along the lines of "Help with iPhoto plugin", will do. :)

Andy stone wrote an article in MacTech a few months ago about how to
reverse engineer the plug-in protocol in iPhoto. It is surely out of
date, but the techniques are probably what you want...
(Alas, I don't have the issue in front of me....)
