I can comment on this, as I am currently using a Metal window in an app with a
toolbar. The toolbar DOES take on the brushed metal look, and does blend in
fairly nicely with the window. The drawback is that the seperation between the
window's view and the toolbar's view is not as distinct as it is with an aqua
window. So just click on the 'textured' checkbox in IB and the toolbar will
change along with it.
Use a brushed metal toolbar with caution, as the UI 'feel' will be different
than when using an aqua toolbar. I personally would run the metal toolbar
against some users and see what the reaction is, since I myself have mixed
reactions to my metal toolbars and have found myself taking a different tactic
with metal toolbars to have them feel seperate from the rest of the window.

"Textured" is what IB (and the HIG) calls Brushed Metal. And no, I
