All,
I found using Transmit (didn't work in the Finder)

log in to ftp.peak.org

initial directory: /

then go to next-ftp/next/sourcelibrary/palettes

There is a file called XYPlotPalette.0926.NIHS.bs.tar.gz

That says, in the Read Me file, that it is an an IB palette based on nxyplot.

I'm going to have to give this one a hard look-over.
