I had a similar problem, and I believe that I solved it by using PB to convert the French Localizable.strings file to Unicode (UTF-8) encoding. Select the file, then under the Project Menu, click Show Info. Change File Encoding to Unicode (UTF-8). You'll get prompted to Reinterpret or Convert, but I don't remember which is correct, you'll have to try it out.
