NS/OS Developer tools for Windows?

Those developers who have been here since the days of NeXTStep and OpenStep will likely know more about the Developer Tools for NT Enterprise, or whatever the name may have been. Apple (for proprietary reasons, I suppose) removed such things from the developer tools. My question is thus:

I have just been shown a job posting on Monster.com for a C/C++ programmer to develop iTunes for Windows. Does this not seem a little counterintuitive? Might Apple not speed up both OS X and Windows implementations by using the NT developer tools (even if they did not release them) to develop cross-platform QuickTime and other technologies?
