I have just been shown a job posting on Monster.com for a C/C++ programmer to develop iTunes for Windows. Does this not seem a little counterintuitive? Might Apple not speed up both OS X and Windows implementations by using the NT developer tools (even if they did not release them) to develop cross-platform QuickTime and other technologies?

QT is already cross-platform (they implemented large portions of the toolbox to facilitate, this, apparently, such as File Manager etc). iTunes is Carbon. The only thing that uses Yellow Box for Windows is the windows implementations of the WebObjects tools (Project Builder, possibly EOModeler although I think that might be Java these days).
