When you say "UI", what do you mean? You mean to a window contained in a nib file, right?
When you drag the item from the palette, do you take care to drag it into and over the open window - and not just anywhere on screen, and not into the nib document window itself?

While you can drag windows and other top level objects to the nib document window, most other palette items needs to be dragged to either a window opened from the nib document window, or to a custom view opened from a nib document window.
