AppleScript ought to be able to do it. People have written entire desktop
management scripts in AppleScript, putting icons where they want them and so
on. Look at the Finder's terminology dictionary using ScriptEditor and play
around with it. You should be able to find relevant sample scripts at
MacScripter.net's ScriptBuilders page.
