I think the key phrase there is "pretty straightforward". The icon
positioning, background image and automatic window opening stuff is
where you'd need to get into a much less straightforward bunch of
handling.
FileStorm lets you do all this pretty easily... and for $20 it's a
pretty cheap investment over coding it yourself.
