BSD process monitoring

Hi all,

I've played around with the process accounting (accton etc.) but it only logs the executed command
without any parameters. I would like to monitor all chown, chgrp, and chmod commands on my system.

The complicated thing is, I don't know where / when to do this. Do I have to write a kernel extension, or
can I do this on the BSD level? Are there any notifications in case of a newly created process? Any hint
in the right direction would be appreciated.
