Annoying button highlight & create palettes

Two questions:
I noticed in one of my apps, when it starts, the first element on the
top left of the app is highlighted with a blue ring. If I press TAB it
moves through the other buttons. What is happening here? I'm not sure
why that is appearing, but I certainly don't want it there if I can
help it. I've looked through IB, and I'm not finding anything which is
setting this highlighting option to be on.
My next question is how do I create side palettes, such as in MS Word
or Photoshop, so it has the smaller menu bar.
