You may want to search through the archives at

Do a search for "getting started", several people have covered these steps
previously so you should find a good amount of information relevant to your
particular needs.
A lot of it depends on where are you now. Do you know C, C++, or some other similar
language? Have you done anything with php and mysql? Do you know SQL?
