Because QuickTime for Windows contains a whole bunch of the Mac Toolbox.
E.g.:

QuickDraw
Window Manager
File Manager
Alias Manager
Event Manager
Menu Manager
(and obviously QuickTime)
and probably a few others too.

In a former life, I was involved in a port of a QuickDraw 3D based app to
Windows and we made extensive use of this aspect of QuickTime.

Of course it helps the iTunes team to be able to build other Carbon stuff
directly from the sources too :)
