You mean "Carbon". And yes, Carbon uses a completely different API to
specify dock menus.

It's not just yours versus Apple's; it happens to my dock menus too.

A Cocoa bug, I think; file it. The Dock menus get sent to the Dock
app somehow, and most likely someone took a shortcut because
separators didn't look any different to blank items before Panther.
