I've written a bug, but if it affects your software you could do worse than to write one as well.

The Dock menus get sent to the Dock
app somehow, and most likely someone took a shortcut because
separators didn't look any different to blank items before Panther.

They looked subtly different if you looked closely enough - a separator was shorter vertically than a blank item.
