It's a Stuffit issue:

"If a user is decompressing with the latest version of Stuffit (8), the executable bit is not being set for your app. There are fixes for this provided at Aladdin's site that you can pass on to your users (see support>FAQs). You can also distribute as a dmg or a sitx and avoid the problem."

It runs just fine on my computer, and I don't know what this problem is.

He has tried redownloading the app and running it, but still has the same
problem. I tired downloading it my self and ran it successfully, just to
make sure the file on the server was not bad.
