It's a Stuffit issue:
"If a user is decompressing with the latest version of Stuffit (8), the
executable bit is not being set for your app. There are fixes for this
provided at Aladdin's site that you can pass on to your users (see
support>FAQs). You can also distribute as a dmg or a sitx and avoid
the problem."
