I don't think this is what is saying. What is saying is that he thinks
the QA on Panther is low.
No, he was specifically complaining that they'd added a "Send a bug
report to Apple" button and that, in his opinion, that was some sort of
indication that they couldn't be bothered finding bugs themselves. If
I worked for Apple, I'd find that pretty offensive, frankly.
As for the "Send a bug report to Apple" thing, I personally think it's
a stupid move.

What could have been done to make this "Send a bug report" solution a
real solution was to publish new items to add to the Info.plist file
to provide for a software an e-mail and some other potentials info to
be used by this Crash assistant to send the crash report to the
appropriate company.
Yes, you're right, it would be more useful if it passed the bug report
to the developer of the application (rather than just Apple). But even
so, it's hardly "a stupid move", especially as the majority of people
won't file bugs unless prompted (even developers like Ambroise ;->).
Rather than criticising it, how about filing a bug report with Apple?
By the time Panther becomes the mainstream OS on the Mac, Apple might
even have addressed your concerns.
