Look for "RegisterEventHotKey" in the documentation for the Carbon Event Manager.

I don't believe that there is Cocoa API for this.

I know there is a way, because I have a couple programs that do it, Synergy and Searchling for instance, to create global keyboard shortcuts. But I don't know to how to go about doing it.
