I just can't resist entering the fray.
Everyone I know who does freelance programming doesn't settle for less than
$75/hr. Remember in the US the operating costs, local taxes, feds and state
end up with approx. 1/2 what you make (maybe more) if it isn't work done
under the table. And, yes, I've done enough SB taxes on my freelance to say
this figure is pretty accurate.
Now, consulting companies will charge more. When I'm hired out at the day
job, I know that they charge between $200-$300 / hour for my time. You've
got to pay for management's cost ya see :-)
So,... typically $400 isn't even enough to cover one minor bug fix to a
finished product.
Still, I'm guessing you can find a hobbiest or student who would go for
$400. After all, GNU and other projects out their aren't starving for
coders, and $400 buys a lot of pizza ;-)

Not quite the point. First of all, game programmers
are paid less than a non-game programmer with a
similar level of experience/skill because it's
considered by the powers that be that game programming
is more "fun" than updating a payroll program for
Safeway, or some such.
Re-read the ad. The person is obviously looking for a
senior level programmer (previous experience with Mac
OS X, OpenGl/3d graphics, USB/HID, Windows porting),
and the job sounds like at least 40-80 hours of work,
probably more. So, no matter where you live in the US,
you'd be lucky to get a rate between $5 and $10 hours,
which might not be too bad if you live in Bangalore or
Czech Republic. However, if you live in the US, you'd
be better off financially working for $12/hour with
benefits at Starbucks, though you'd be working with a
different kind of cocoa at Starbucks. ;-)
Sorry if I sound jaded, but I think expectations
should be set at a reasonable level. This is important
so that the best and brightest programmers can
continue to get the kind of pay they deserve, and thus
can continute to keep the art alive and progressing,
instead of having to leave the profession to get a
real estate license so they can feed their kids. This
issue is more real than you might think. Besides, I
just hate low-ballers.
That said, if you think a grand total of $400 is
reasonable pay for 1-2 weeks (perhaps more) of Mac OS
X programming, then perhaps you should contact the
poster.
