Basic negotiating: try to get the client to name a price, and
negotiate from there. You will always have an advantage that way.
Who knows, they may name a price that's a lot higher than you were
going to ask for. And you can always ask them to come up if you're
not willing to work for that price.
Jim makes a good point here, and I would add that you can very often
close the deal by being the more expensive option. One thing I used to
do was ask "What kind of rate were you willing to spend? I know many
other developers, and if you can't afford me, I can probably find you
someone in your price range".
