If what Kevin sez is true - PPP with an internal modem is the only way the SCNetworkCheckReachabilityByName call works, I would suggest writing a bug-report as 'feature/enhancement' request because the situation for Kevin [...using a LAN connected to the internet via a router or BaseStation] is ever more likely to be the default connection setup.
