iTunes stores its data on disk as an XML file. I'm not sure if you can load this as a dictionary? (anyone know).

You are able to load the XML dump into a dictionary, just look through Apple's documentation on Property Lists to learn how. As someone mentioned before, this XML dump isn't used by iTunes explicitly for managing the database, it's just an XML dump that developers can use to interact with a user's music database.
