If by non-cocoa you mean carbon, then I would highly recommend finding a way to have a resource editor at your disposal.

Seems to me that installing classic or buying Resorcerer would be a lot easier than figuring out the CURS format and writing a custom tool to build one.

Not to mention this is probably the first of many resources you'll need to come up with for your non-cocoa project.
