Are you saying that Apple's FTP server doesn't support resumable downloads? If that's the case, wouldn't the correct thing to do be to fix that flaw?

No.. I'm not saying that at all.

OK, so perhaps the support in FTP clients in general leaves a lot to be desired when it comes to resumable downloads, but perhaps that's just a reason to use a more modern protocol to distribute files? There's lots of them to choose from.
