Generally I'd think that it'd be an advantage that answers to questions asked on the ML also make it to the archive, and that the persons answering questions can see if a question has already been answered.

You can always take the silly way out and edit Mail.app's MainMenu.nib so that Cmd-R invokes Reply To All :-)
