Actually I was wrong - double clicking on the NSScrollView, and then dragging a control into the scrollview does drop the control inside in most instances. But it only works if you do not have something inside the NSScrollView selected after double clicking. In my case I had an NSImageView covering the entire scrollview. So after double clicking I selected this image by accident. I still think this is buggy behavior, but at least it somewhat works now.
