Apple uses .pkg's to install their applications because they need
to be able to run scripts that check to make sure the user has the
right prereq's, i.e. the right OS version, etc. If the user does
not have the right requirements, the package aborts.
You could imagine the chaos that would ensue if users of 10.1
and 10.2 could drag and drop install Panther only apps. Message
boards and mailing lists (such as this one) would be flooded with
users who ignore ReadMe files complaining that (insert app name)
does not work with their computer.
