That's really high. 1/100 to 1/1000 is more typical for shareware.

But it does depend to some extent on the nature of the product. A
general-interest product might have a low ratio of payments-to-downloads,
while a highly specialized product that offers real value to a small but
dedicated market might have a very high ratio -- and a higher price to
offset the smallness of the market.

also, there is no shortage of products that are just thrown together and tossed out there as shareware. That seriously lowers the return rate in general.

The shareware market is no different than the commercial software. If it's great quality, and a great idea, then it should get some kind of return.
