I think more realistically it's something like this:
Freeware -> Completely free software, and to many users, lots of stuff
that isn't intended to be free by the software authors, but is still
usable for free.
Shareware -> Everything not completely free that can be downloaded and
run with any degree of utility.
[OtherWord]Ware -> Anything people over the years came up with to
"help" reconcile the vagueness of these terms.
Your desire to have everybody convene on an agreed definition for any
of these terms is pretty much doomed. I, for one, have never heard the
particular term "Payware."
