Yes, certainly, by using command-line arguments. Try this from a shell:
/Applications/TextEdit.app/Contents/MacOS/TextEdit -AppleLanguages
"(fr, en)"
The value, e.g. "(fr, en)", must be an array of strings indicating the
localizations in preference order. The quotation marks are necessary
to protect the value from the shell.
